Dmitry Muratov* gives examples of inhumane treatment of people by judges, jailers, informers and pro-government activists, as well as state ideologues of modern Russia. He considers cruelty, which has been put on a conveyor belt, to be the main feature of the Russian political system and calls its henchmen "animal killers".
He is appealing to Western leaders to speed up negotiations on prisoner exchanges, many of whom are seriously ill or subjected to undue pressure while behind bars. "They may simply not live to see their release," Muratov* says.
